We have a costume this year that is just not a pretty costume, so we're jazzing it up with stones and a floral lace applique. I know gluing stones on velvet is tricky and we're only doing stones on the lace portions of the costume, but the applique will be on the velvet. I'm trying to decide how best to attach it. I know some people are purists and insist you have to sew on appliques, but this is a light-weight venice lace type- can you use fabric glue? E6000? I'm responsible for placing the applique on all 45 costumes. (production)

I have glued many different kinds of appliques on to all sorts of fabrics, but generally I sew them on and I don't even know how to sew at all.  And on something like what your describing I would absolutely sew it on...I take it that it has no backing at all?

I would definitely sew it on, even if you glue it and then tack it in a few spots to keep it on properly.
